The Demise of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are issued from various governments. Considerable effort is allocated on managing particular approaches. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity afforded by timely intelligence. From witness perspectives, military aircraft that had been scrambled to intercept incoming cruise missiles flew past – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense thundered: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, probably delivered by Western nations. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Not long after, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: several casualties, devastation and heating outages in many homes as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are evidently unprepared to substitute in the near term.

Failed Diplomacy

The 28-point plan from Washington generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This cycle will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a assumption understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is unrealistic to compel Moscow to surrender the territory that it presently holds in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does little to deter Moscow, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but preventing a entire defensive failure until situations evolve in its favour.

Existing Situation

Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: personal goals to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their objective will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Summary and Prospects

It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
